Jakarta Employment Agency (BKD) made sure the structural position allowance of Civil Servants (PNS) and Echelon Jakarta for January to February 2015 can be disbursed since yesterday. The disbursement has been delayed previously due to new system arrangement from manual to computerization.
"We have been able to pay position allowance for January and February today, the fund disbursement has been delayed because the new system arrangement," said Jakarta Employment Agency Head, Agus Suradika, Monday (3/2).
City Can't Provides PNS AllowanceHe added, beside the position allowance, his side also prepares the mechanism for static Regional Performance Allowance (TKD) of Civil Servants which is still hampered by 2015 City Budget approval.
"We are still discussing about the static Regional Performance Allowance, how to fit it with Home Affairs Ministry (Kemendagri) and Administrative and Bureaucratic Reform Ministry (Kemenpan RB)," he uttered.
Although he could not confirm, he continued, the static and dynamic allowance of Civil Servants will be disbursed if 2015 City Budget has been approved by Home Affairs Ministry.
"If Home Affairs Ministry approves 2015 City Budget, we can process the static and dynamic allowance immediately," he disclosed.
According to him, the structural official allowance of Jakarta Civil Servants which is disbursed today was using precede budget by 19 percent or one-twelfth of 2015 City Budget.
"The precede budget only used to give main salary and position allowance. Such as the disbursement of this January to February position allowance," he uttered.
He added, the number of the Civil Servant's position allowance in Jakarta is nearly equal in number of position allowance at the national level around Rp 3 million.
"The value is small and same with the national level; we have not been able to pay it in the past because we still transfer the data. The amount is around Rp 3 million," he said.
